Affordable & available … “Water for Life?”Most of the public water utilities throughout North America are owned, operated and maintained by municipal governments. This results in a dis-aggregated and over-costly management structure, which is economically wasteful and has created much lower than optimum efficiencies and productivities. None of which is in the best interests of the public ratepayers. One Canadian province alone has over 180 municipal water utilities. Most US states have a similar structure. So how can these outmoded organizational schemes continue without taxpayers’ subsidies?Federal and State/Provincial governments should lead the way to reform, for the benefit of all ratepayers. Imagine how much municipal water’s $millions in manpower and inventory costs can be reduced, resulting in reduced water charges to the consumer. Canada’s municipal water supplies will remain only marginally productive, until rational, proven cost management systems are applied and manpower and asset costs are reduced extensively. Only then can municipal water utilities expect to reduce capital expenditure for water infrastructure replacement and extensions throughout each Province.
